Job Summary

Responsible for quality assurance, quality control, health and safety, and regulatory compliance across OSCO projects and operations. Develops and implements QA/QC procedures, HSE programs, and audit frameworks aligned with ISO 9001, ISO 14001, and ISO 45001 standards. Promotes a strong safety culture and drives continuous improvement.

Job Description and Responsibilities

  • Develop, implement, and maintain OSCO quality management and HSE management system procedures, plans, and records.
  • Prepare and execute inspection and test plans (ITPs), quality surveillance plans, and audit programs.
  • Conduct site, workshop, and subcontractor quality inspections and HSE observations.
  • Lead HAZID, HAZOP, and risk assessment activities on projects and operations.
  • Manage non-conformance reports (NCRs), corrective and preventive actions (CAPA), and close-out tracking.
  • Prepare for and support internal and external IMS audits, client audits, and third-party certifications.
  • Investigate incidents, near-misses, and quality escapes; develop root-cause analyses and corrective action plans.
  • Monitor and report on HSE performance, quality KPIs, and leading/lagging indicators.
  • Ensure compliance with OSCO IMS procedures, client HSE requirements, and applicable regulatory standards.
  • Train and coach project teams on quality and safety requirements and best practices.

Basic Qualifications

  • Bachelor's degree in Engineering (Electrical, Mechanical, or Industrial) or Occupational Health and Safety.
  • Minimum 4 years of QA/QC or HSE experience in oil and gas, construction, or industrial manufacturing.
  • Lead Auditor certification for ISO 9001, ISO 14001, or ISO 45001 is preferred.
  • NEBOSH IGC, IOSH, or equivalent HSE qualification is an advantage.
  • Familiarity with Aramco, SABIC, or similar client quality and HSE requirements is preferred.

SKILLS AND COMPETENCIES

  • In-depth knowledge of ISO 9001, ISO 14001, and ISO 45001 requirements.
  • ITP development, inspection, and audit execution skills.
  • HAZID, HAZOP, and risk assessment facilitation.
  • NCR and CAPA management.
  • Strong reporting and communication skills for audit findings and performance monitoring.
