HR & Admin Officer

Role Overview

As our HR & Admin Officer, you will be the backbone of our operations. In a fast-growing startup environment, you will manage the entire employee lifecycle, oversee office administration, and serve as our primary Government Relations Officer (GRO). You will leverage Odoo ERP to automate workflows and ensure our manpower supply operations remain compliant with Saudi Labor Law.

Key Responsibilities

1. Human Resources & Recruitment

  • Talent Acquisition: Manage end-to-end recruitment, particularly for our manpower supply division (sourcing, interviewing, and mobilizing staff).

  • Onboarding: Facilitate the transition of new hires, ensuring all documentation is collected and filed.

  • Payroll & Benefits: Execute monthly payroll via Odoo & Government portal, ensuring accurate calculations of overtime, deductions, and GOSI contributions.

  • Employee Relations: Act as the first point of contact for employee grievances, leave management, and performance tracking.

  • Medical Insurance Management: Negotiating annual renewals for the staff and laborers, and the "Addition/Deletion" of members on the portal.
  • SOP Creation: Design and implement Standard Operating Procedures (SOPs) for recruitment, onboarding, leave management, and employee exit.
  • Organizational Structure: Develop clear job descriptions, KPIs, and an organizational chart to prepare for future scaling.  

2. Government Relations (GRO)

  • Portal Management: Expertly navigate and manage Qiwa, Muqeem, GOSI, Mudad, and other Gov portals.

  • Compliance: Handle the issuance and renewal of Iqamas, work permits, and exit-reentry visas.

  • Licensing: Maintain and renew Commercial Registrations (CR), Chamber of Commerce memberships, and municipality licenses.

  • Labor Law: Ensure the company stays 100% compliant with the latest MHRSD regulations and Nitaqat requirements.

3. Office Administration & Odoo Management

  • ERP Maintenance: Daily use of Odoo for HR, Payroll, Vacation plans , official forms and administrative expenses.

  • Procurement: Manage office supplies and specialized material orders, coordinating with vendors for timely delivery.

  • Documentation: Maintain digital and physical filing systems (contracts, legal docs, and employee records).

Candidate Requirements

  • Experience: 3–5 years in a dual HR/Admin role within Saudi Arabia. Experience in Manpower Supply is highly preferred.

  • Technical Skills: Professional-level proficiency in Odoo ERP (HR ,recruitment, employees and Payroll modules).

  • Legal Knowledge: Deep understanding of Saudi Labor Law and Nitaqat.

  • Languages: Fluent in English and Arabic (essential for GRO duties and government correspondence).

  • Attributes: A "startup mindset"—proactive, able to multitask without getting overwhelmed, and highly organized.
