Overview Purpose of HSE Officer :

The primary responsibility of the HSE officer is to manage the health and safety of SYSS facilities and its operations in Saudi Arabia and to oversee all facility-related issues, including planned/advanced maintenance and the upkeep of the premises and equipment. The employee must adhere to the organization’s quality, health, safety, and environmental standards, ensuring compliance with ISO 9001, ISO 14001, and ISO 45001.

The successful candidate will work closely with the SYSS team, actively engaging them in the management of HSE, ensuring they are aware of their statutory responsibilities and are briefed on key issues related to these standards. The candidate will possess strong technical, collaborative, and leadership qualities to provide guidance and pivotal support to the SYSS operations.

What will be HSE responsibilities?

• Maintain a good level of knowledge and expertise in Health, Safety, and Environmental areas, to provide the SYSS Saudi Arabia team and sites with appropriate advice and support, ensuring compliance with ISO 9001, ISO 14001, and ISO 45001 standards.
• Responsible for maintaining and facilitating continuous improvement in all aspects of the site's and operation’s Health, Safety, and Environmental management systems and standards, in line with Emerson’s systems and policies.
• Proactively engage with SYSS teams to ensure ownership and accountability for HSE improvement and to develop and influence a positive Health & Safety culture within the organization through effective improvement activities, in compliance with quality, health, safety, and environmental rules.
• Ensure that all accidents and near-miss events are promptly and thoroughly investigated, lessons are shared, accurate reports are completed, and all relevant information is entered into the Velocity reporting system.
• Prepare, monitor, and analyze statistical data on Health, Safety, and Environmental trends and share this data with employees and leadership on a monthly basis.
• Continually review and update or create (where required) risk registers, policies, and procedures to ensure successful control of Health, Safety, and Environmental risks.
• Provide and advise on appropriate site training, conduct HSE inductions, including general HSE training, and attend HSE Committee meetings.
• Ensure sufficient First-Aiders and Fire Marshals are appointed and trained based on risk assessments and requirements.
• Direct and support Assurance activities across SYSS Saudi Arabia, enabling it to deliver its strategy and targets, improve its operational efficiency and performance, and ensure compliance with ISO 14001, ISO 45001, and OHSAS 18001 standards.
• Audit, monitor, and review the implementation of Health and Safety policies, working practices, safety procedures for all respective operations to ensure compliance with health, safety, and environmental management systems.
• Ensure that regular audits, inspections, and safety tours take place within the required standards and provide guidance on corrective actions where appropriate.
• Develop relationships with external HSE bodies and clients to ensure a collaborative working environment.
• Support the development of project HSE documentation, such as HSE Plans.
• Ensure that Saudi SYSS facilities comply with all applicable laws and codes related to facilities, including Emerson standards and local legislation.
• Oversee all facility-related issues, including maintenance and the safe coordination of contractors (e.g., catering, janitorial, building contractors, landscaping, gardening) and critical equipment, preventative maintenance in line with FM Global's best practices, and ensure maintenance actions are recorded.
• Ensure that all activities within SYSS (routine or non-routine) are covered in the Hazard Identification and Risk Assessment (HIRA).
• Implement Permit to Work (PTW) prior to all non-routine activities within SYSS to ensure compliance with safety regulations and standards.

• التأكد من التحقيق الفوري والشامل في جميع الحوادث والأحداث الوشيكة، ومشاركة الدروس المستفادة وإكمال التقارير الدقيقة وإدخال جميع المعلومات ذات الصلة في نظام تقارير السرعة.
• إعداد ومراقبة وتحليل البيانات الإحصائية حول اتجاهات الصحة والسلامة والبيئة ومشاركتها مع الموظفين وفريق القيادة على أساس شهري.
• المراجعة المستمرة وتحديث أو إنشاء سجلات المخاطر والسياسات والإجراءات (عند الاقتضاء) لضمان التحكم الناجح في مخاطر الصحة والسلامة والبيئة.
• تقديم المشورة بشأن التدريب المناسب في الموقع، وإجراء التعريفات المتعلقة بالصحة والسلامة والبيئة بما في ذلك التدريب العام على الصحة والسلامة وحضور اجتماعات لجنة الصحة والسلامة والبيئة.
• المسؤولية عن ضمان تعيين وتدريب عدد كافٍ من المسعفين الأوليين ورجال الإطفاء، بناءً على تقييم المخاطر والمتطلبات.
• توجيه ودعم أنشطة الضمان عبر SYSS السعودية، وتمكينها من تقديم استراتيجيتها وأهدافها، لتحسين كفاءتها التشغيلية وأدائها، وضمان الامتثال لمعايير ISO 14001/45001 وOHSAS 18001.
• تدقيق ومراجعة تنفيذ سياسات الصحة والسلامة وممارسات العمل وإجراءات السلامة لجميع العمليات المعنية.
• التأكد من إجراء عمليات التدقيق والتفتيش وجولات السلامة المنتظمة ضمن المعايير المطلوبة وتقديم التوجيه بشأن الإجراءات التصحيحية عند الاقتضاء.
• تطوير العلاقات مع هيئات الصحة والسلامة والبيئة الخارجية والعملاء لضمان بيئة عمل تعاونية.
• دعم تطوير وثائق المشروع المتعلقة بالصحة والسلامة والبيئة مثل خطط الصحة والسلامة والبيئة.
• التأكد من امتثال مرافق SYSS السعودية لجميع القوانين والقواعد المعمول بها المتعلقة بالمرافق بما في ذلك معايير إيمرسون والتشريعات المحلية.
• المسؤولية عن الإشراف على جميع القضايا المتعلقة بالمنشأة والصيانة، بما في ذلك التنسيق الآمن للمقاولين (مثل تقديم الطعام، والحراسة، ومقاولي البناء، والمناظر الطبيعية، والبستنة) وأي معدات مهمة، والصيانة الوقائية بما يتماشى مع أفضل الممارسات الموصى بها من قبل FM Global وضمان تدوين سجلات إجراءات الصيانة.
• التأكد من تغطية جميع الأنشطة داخل SYSS (الروتينية وغير الروتينية) في HIRA.
• تنفيذ PTW قبل جميع الأنشطة غير الروتينية داخل SYSS لضمان الامتثال للوائح السلامة والمعايير.
